يستعرض هذا البحث الأدبيات ذات الصلة بالحوكمة البيئية في أربعة أطر دراسية: اطر الانضمام للمعاهدات والاتفاقات الدولية، الأطر التشريعية والقانونية، اطر البرامج والمشاريع والخطط والمبادرات المتعلقة بالبيئة، الأطر المؤسسية. ويجادل البحث بأنه في ضوء التعقيد والطابع المتعدد المستويات للعديد من المشاكل البيئية الأكثر إلحاحا، فإن المناقشات التقليدية التي تركز على أنماط الحكم البحتة - حيث تؤدي الدولة أو الجهات الفاعلة في السوق الدور القيادي - لا ترقى إلى القدرة اللازمة لمعالجتها. وتسلط المراجعة الضوء على أنماط الحكم المختلطة الناشئة عبر أقسام الدولة والسوق والمجتمع، إذ فرضت "الحوكمة البيئية" نفسها أولا على الصعيد الدولي، قبل أن تقتحم مقاربات التسيير لمختلف مستويات الفاعلين والدوائر السياسية، وتركز هذه الورقة على الحوكمة البيئية وتطبيقاتها في العراق، وذلك من خلال إجراء قراءة في مؤشر الأداء البيئي.

:Abstract

This research reviews literature related to environmental governance in four study frameworks: frameworks for joining international treaties and agreements, legislative and legal frameworks, frameworks for programs, projects, plans and initiatives related to the environment, and institutional frameworks. The research argues that, given the complexity and multi-level nature of many of the most pressing environmental problems, traditional discussions focusing on purely modes of governance – where state or market actors play the leading role – fall short of the capacity needed to address them. The review sheds light on the emerging mixed governance patterns across the state, market, and society sectors, as “environmental governance” first imposed itself at the international level, before intruding into the management approaches of various levels of actors and political circles.
